Job Description

SCOPE AND PURPOSE

The Area Financial Controller is responsible for the accounting and financial control functions of the businesses in his/her Area. Specifically, this involves the following:

  1. Ensure all related local and corporate policies and procedures and management and other agreements are observed by all finance and management personnel.
  2. Safeguard all of the business assets and financial resources to ensure that all are utilized to maximize the business profitability.
  3. Provide timely and accurate financial information and counsel to senior management on all aspects of the business of the Area.
    Control
    1. Responsible for overseeing the monitoring, controlling and recording all sales, purchases, salaries and expenses of all businesses in the area.
    2. Responsible for ensuring that all Controllers and Finance teams are familiar with the Finance policy manual and that all policies within the manual are implemented and followed.
    3. Maintain close liaison with the external and internal auditors and ensure effective action as necessary on all their agreed upon recommendations. Work along with/assist the Financial Controllers in developing effective responses to all recommendations made by Internal and External Auditors; as well as direct action and available human resources, when needed, to implement corrective measures.
    4. Visit businesses a minimum of once per year. On each visit they should complete the Area Financial Controller Checklist in policy F-7.2. Provide advice and direction on balance sheet accounts reconciliations and any other areas that are identified by the completion of the checklist.
    Reporting
    1. Responsible for overseeing the preparation of all monthly financial reporting of the entire area. Responsible for ensuring that reporting is prepared in established corporate formats and in accordance with generally accepted accounting principles.
    2. Responsible for overseeing the preparation of forecasts, budgets and long term plans for all entities within the region.
    3. Oversee the financial management and the monthly and annual reporting of any other statutory entities in the area.
    Performance
    1. Responsible for monitoring all budgets and for reporting major deviations of over-expenditure, under-budgeting or non-compliance to the approved budget to the Division Financial Controller and Division Managing Director/Vice-President for the appropriate Division.
    2. Responsible to assist the Division Financial Controller and Division Managing Director/Vice-President in implementing controls, solutions and action plans to bring actual performance as close as possible to budget.
    3. Assist the Division Financial Controller and Division Managing Director/Vice-President in establishing local policies, rules, internal controls and safeguards that ensure profitability and control of operations.
    4. Advise and provide counsel to the Division Financial Controller and Division Managing Director/Vice-Presidents, General Managers, Area Financial Controllers, and Financial Controllers and finance teams, on all financial matters.
    Human Resources
    1. Responsible for the recruitment, training, development, discipline and evaluation of all Financial Controllers in the Area
    2. Manage staffing levels and requirements in the area, where appropriate identify existing resources and recommend potential staff changes.
    3. Assess closely the Finance staff in order to identify potential resources and review career planning for all key personnel.
    4. Coordinate training of staff and assist in directing area resources in order to control and contain any immediate demanding concerns.
    5. Oversight, supervision and organization of the Regional Accounting office (RAO) in Fiesole.
    6. Responsible for supervising RAO managers duties, work planning, tasks allocation, regular follow up on open issues and Action Plan agreed to address those issues, discuss team performance, identify best talent and work on a succession plan for RAO office.
    Treasury, Tax and Legal
    1. Oversee the Treasurer function to the Area with regard to cash planning, and review the cash position on a weekly basis in order to optimize the use of funds and minimise the volume of cash being held in the Area.
    2. Responsible for ensuring that all taxes are paid and that all related reports are filed on a timely basis.
    3. Review all changes of tax laws and accounting policies, assess their implications on the area and ensure that finance teams implement appropriate changes. This should be done in consultation with the corporate tax department and local tax consultants.
    4. Work with and on behalf of the Belmond legal team to ensure legal compliance within the area.
